UPVAN
in collaboration with AMAN and SSK, Sitapur under the NREGA campaign
organized a one-day regional workshop at SITAPUR, regarding the
proper implementation of the act and formulate some strategy to
broadbase the concept of NREGA among the rural and urban masses.
The program was designed in two phases as panel discussion where
the panel members shared their views on the concerned topics along
with the open session where the suggestions of the participants
were invited. Shri Sunil Singh, Rahi Foundation, coordinated the
entire discussion.
Objectives
of the Meeting: -

Discussion on the problems faced in the implementation of the
act and formulate concrete suggestion for the problem.

Discussion on Role of the VOs in social audit and implementation
of the act.

Discussion on organizing state level public hearing program.

Discussion on the role of women under this act.

Open Session:
During
the open session following suggestions were given for the effective
implementation of the act so that the benefits of the act could
reach to maximum beneficiaries
- All
VOs must make efforts to ensure that through this act females
and handicapped should be benefited most so that there livelihood
is improved and they could lead a dignified life in the society.

The scheme should also target BPL families.

Prepare a committee at district, block, panchayat and village
level that will work for the needy people facing any sort of problems
under this act.

Prepare a proper framework to create mass awareness among the
masses about the Act.

Apart from paying 1000/- Rs as penalty some other provisions should
also be made so that further misuse of the act could be stopped.

There should be two committee at the panchayat level where one
committee could look after the matter of job card distribution
and the other committee could look after the quality of the work
conducted.

To mobilize the local people to fight for their rights. At the
village level committee should be formed which will look after
the distribution of work and issue of job card by maintaining
transparency and should be accountable for their work. Apart from
that awareness discussions should be organized along with the
Gram Pradhan once in a month.

Single person could not fight for their rights effectively hence
emphasis should be laid on forming trade unions of these labourers
so that they could get a strong platform to fight for their rights.

For the effective implementation of the act involvement of print
and electronic media both at the district and state level should
be ensured.
