Emergence
It was in the year 1991-92, time of
social/communal upheaval necessitating to being about harmony for
social and developmental change in the society. For this purpose,
like minded voluntary organizations informally came together.
The issues related to ground ability
of new Panchayat Raj Legislation took place. It was a follow up
effort of 73rd Constitutional Amendment. UPVAN with other voluntary
action groups took it as a challenge for establishing people’s
governance in reality. As a part fulfillment of procedural formality
to intervene with the government, UPVAN was registered as a state
level network at Lucknow, in January 1994.
